Probably needs and desires of human beings in daily life often note that the existence between necessity and desire in life is not balanced so we can be stable and orderly, when the state needs and desires is set to adjust the conditions prevailing.
If pursued in depth by looking at the meaning of the language needs "something that is important for the smooth daily life" and wants "a form that takes place-ideal or desirable although difficult to achieve it", when you already know the meaning of the word needs and desires then you can policies that need to take precedence between wants and desires.
